Lack of Civic Access to My Local Water Board

Filmed on location at my local City Hall with my 1 one year old in a stroller in front of me. Today, it took me 10 minutes on the phone and an in person visit to City Hall to learn that the civic access rights to the City Water Board that exists in my hometown of 10,000 citizens doesn't exist currently in the place of my new residence, the 2nd largest city in West Virginia.
